Context of intervention

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.


MdM France in Bulgaria is currently running two projects.

MdM France has thus been present in Bulgaria since 2004, with a Roma health mediator programme in Sliven, having a specific focus on sexual and reproductive healthcare, which is recognized on local and national level. The project is funded by MdM France, the French Embassy in Bulgaria and the Sliven Municipality through the support of the Swiss-Bulgarian Cooperation.
MdM France is also currently implementing a migrants/refugees’ health project in the country. The aim of the project is to provide information and orientation for migrants, asylum seekers and refugees on their basic rights, with a major focus on access to healthcare. This project is part of a multi-regional program launched for one year in 11 countries, funded by the European Union and the Crisis center of the French Ministry of foreign affairs.
Furthermore, MdM-France’s Bulgaria regional mission Head Office is located in Sofia, Bulgaria, which is also encompassed in the present job description.

TASKS AND RESPONSIBILITIES:
Under the responsibility of the General Coordinator, as the Administrator, you are responsible for maintaining financial, accounting, administrative and personnel services in order to meet legal, MdM and donor requirements and support to the organization operations
More specifically, you will:
1/Finance
- Ensure transactions are properly recorded and entered into a SAGA software.
- Cash box management: ensure that the cash controls is done and correct
- Verifies all receipts and invoices.
- Prepare Monthly financial reports of expenses done during the month
- Under the supervision of the General Coordinator make bank transactions – withdrawals, payments.
- Assesses the financial requirements for the coming month and submits monthly fund requests to the Administrative Coordinator.
- Work with the mission Administrative Coordinator in Bulgaria – in Sofia (accommodation provided).
- Open, track and close advances, given to the team in Sliven office.
- Be in charge of preparation and submit on time financial reports to donors and Paris HQ.

2/ Administrative management of the buildings and equipment
- Participate in the analysis of requirements, in specification of the selection criteria and in the selection of buildings (houses, offices, warehouses, etc.).
- Negotiates the conditions and establishes the leases.
- Performs administrative monitoring of rentals (payment of the rent, monitoring of the charges, etc.).
- Supervises equipment, servicing and maintenance, and effects the administrative handling of accidents.
3/Human resources
- Participate in the recruiting process together with the General Coordinator and Administrative Coordinator when needed.
- Reception of the new staff and presentation of the administrative briefing.
- Establish and keep up to date staff files in hard copies and provide them to the mission Administrative Coordinator whenever necessary
- Maintain monthly the data base for staff (leaves, attendance sheet, allowance and benefits, contracts, amendments, etc.
- The Administrator is the contact of the local staff for all their requests of information concerning their status, their social cover, and their day
