Director of Investments and Property Management

Key Responsibilities:
Investment Process & Construction Management
Lead and manage the full lifecycle of investment projects – from concept, design, and approval to execution and final delivery.
Oversee all phases of the design and construction process in compliance with applicable regulations.
Manage urban planning procedures, including land-use changes, reconstructions, and development of existing assets.
Coordinate complex construction and reconstruction activities within a highly technical environment.
Ensure investor control and alignment of external investors’ activities with contractual frameworks and architectural standards.
Plan and manage external resources, contribute to technical specifications, and participate in supplier selection processes.
Property & Facilities Management
Oversee and monitor contracts for outsourced services, including security, 24/7 video surveillance, cleaning, and landscaping.
Ensure the proper functioning and maintenance of engineering infrastructure – HVAC, water supply and sewage (WSS), power supply, low-current systems, and access control.
Manage the maintenance of critical infrastructure systems (including BMS and HVAC) supporting high-tech facilities such as the Discoverer Supercomputer.
Coordinate preventive and corrective maintenance activities performed by internal technical teams.
Financial Planning & Reporting
Develop, manage, and report on annual departmental budgets (OPEX and CAPEX), ensuring cost efficiency and effective resource allocation.
Prepare regular reports for senior management on investment plans, project progress, and the condition of buildings and infrastructure.
Team Leadership
Lead, develop, and motivate the team, fostering continuous professional development.
Establish internal training processes and facilitate knowledge sharing between administrative and engineering staff.
Requirements:
Master’s degree in Engineering, Construction, Architecture, or a related field.
Minimum 5 years of relevant experience in investment projects, construction, or property/facility management.
Strong knowledge of regulatory frameworks in the field.
Excellent organizational, communication, and leadership skills.
Fluency in English, both written and spoken.
Proficiency in AutoCAD.
